My major focus is to reduce violence by taking away funding sources for gangs/cartels by altering our failed War on Drugs. Personal Possession of illegal drugs will be a misdemeanor with a fine. That fine can be waived by enrolling in a rehabilitation program. I would fund the State's portion of this by legalizing and taxing marijuana. I believe that marijuana is less dangerous than legal alcohol as people die of alcohol poisoning, but not from a marijuana overdose.
