State House 31

1. Abortion: The 1973 Roe v. Wade U.S. Supreme Court abortion decision.
Keith Brooks (Republican)
Oppose
I am a pro-life conservative and believe the foundation of a free society is the value of life. I will defend the unborn at every turn as State Representative and will never waver from that commitment.
2. Guns: Confiscation of firearms from citizens that the government deem a danger to themselves or others, otherwise known as red flag laws.
Keith Brooks (Republican)
Oppose
A commonsense approach to the mental health crisis our nation faces is appropriate, however, our right to keep and bear arms under the Second Amendment should be protected at all costs. Furthermore, the Fourteenth Amendment is clear that no one should be deprived of life, liberty, or property without due process of law. I have not yet seen red flag laws that would adequately protect due process, and I therefore cannot support it.
3. Marijuana: Amending the Arkansas Constitution to legalize recreational marijuana.
Keith Brooks (Republican)
Oppose
Recent studies have suggested that adolescents and adults saw an increase in problematic use of marijuana when recreational use was legalized. Our state faces enough public health challenges as is without adding another component that clearly has the potential for significant harm to our citizens.
4. Taxes: Amending the Arkansas Constitution in 2020 to indefinitely continue the current 0.5% sales and use tax for road construction.
Keith Brooks (Republican)
Support
Roads are an important part of economic development, and I will support new and improved infrastructure as State Representative. My understanding is that the extension will improve thousands of highway miles and make our roads safer without raising taxes, and I support the citizens of our State having the opportunity to give an up or down vote on this important issue. Strict oversight, however, is key. Taxpayers should expect complete transparency as to how their dollars are being spent, and I will do just that if the voters send me to Little Rock.
5. Hate Crimes: Increased penalties for crimes committed because of the victim’s race, gender, or sexual orientation.
Keith Brooks (Republican)
Oppose
Let me be clear, violent crime aimed at another human has no place in our society. Those who perpetrate it simply have no regard for decency or current laws which are on the books. Justice should be blind. If current penalties for violent crime are not sufficient, we should explore strengthening them no matter the situation, as the well-being of all Arkansans should be highly-valued.
6. Conscience: Allowing healthcare professionals to opt out of non-emergency treatments and procedures that violate their deeply-held religious, moral, or ethical convictions.
Keith Brooks (Republican)
Support
Religious and moral freedoms are the most bedrock guarantees of American society. Healthcare professionals should never be forced by the state to violate the values that compose the foundation of who they are.
7. Education: Allowing parents to enroll their child in the public school of their choice anywhere in Arkansas.
Keith Brooks (Republican)
Support
Parents should play the primary role in the development and education of their children. Understanding that a signficant percentage of taxes go to fund our education system, parents must have the freedom to decide what is best for their own children. Success begins by allowing hard-working parents to make an informed choice of the education system that best meets their child's individual needs.
