I support the goal of this statement -- to require a balanced federal budget. That said, it's critical to note that Congress does not declare or determine national emergencies. Under current law, the National Emergencies Act only authorizes the President declare a national emergency. It's also important to note that most legislation considering a balanced budget amendment to the U.S. Constitution has made exceptions for servicing our national debt and for calculating total federal outlays on a multi-year, rolling basis.
