State Senate 16
1. Abortion: Arkansas’ current law that prohibits abortion except to save the life of the mother in a medical emergency.

Randy Sams (Republican)
Support
Abortion is never “Medically Necessary”. Early delivery of the baby, separate the baby from the mother which will save the mother’s life. Killing the baby does not help nor save the mother’s life. Every unborn child deserves a chance at life and our laws should reflect and protect the sanctity of Life afforded every human being.

2. Abortion: Establishing a permanent funding stream to provide state-funded grants to charities that provide women with alternatives to abortion.

Randy Sams (Republican)
Support
I would support and sponsor legislation that would promote pro-life alternatives and promote healthy outcomes for mother and baby and will expand healthcare opportunities which provide resources to assist expectant and new mothers

3. Education: The Arkansas LEARNS Act Educational Freedom Accounts that lets families use public dollars to pay for an education at a private school or homeschool.

Randy Sams (Republican)
Support
I fully support the LEARNS Act. I believe it is the parent’s right and responsibility to direct their child’s education without intrusive Federal or State government overreach. Student’s educational dollars should follow the student to his/her choice of educational learning environment. Parents must have the ability to make informed choices regarding the education of their children and should not be restricted by lines on a map or cost of tuition.

4. Drugs: Legalizing recreational marijuana in Arkansas.

Randy Sams (Republican)
Oppose
This is a hard NO for me. Recreational marijuana has been experimented with by other states which has led to negative results as in rising youth usage which has led to other, more addictive, drug use.

5. Tech: Requiring major social media websites to verify all users’ ages in order to protect children on their platforms.

Randy Sams (Republican)
Support
I do not believe requiring age verification or parental approval is restricting free speech. I feel it is protecting children 8 - 17 from platforms that are addictive and also could be exploited by child predators . We have to protect our children and giving them unrestricted access to these types of platform environments can be damaging to their developing minds.

6. Gambling: Letting casinos in Arkansas conduct gambling online.

Randy Sams (Republican)
Oppose
We have too many Arkansans that have a gambling addiction and by making easier to access gambling through on line gambling sites we will see a huge increase in this type of addiction along with increase in economic cost of gambling addiction, job loss, criminal activity, healthcare, credit card debt.

7. Elections: Current ballot initiative efforts to change the Arkansas Constitution to make it easier for private individuals or entities to place measures on the ballot for a statewide vote.

Randy Sams (Republican)
Support
The Arkansas Constitution, Article 5, Section 1 gives the citizens of Arkansas the protections pertaining to initiative and referendum processes. These rights and protections were attacked during the 2025 General Session through legislation which made it virtually impossible for any grassroots led effort to participate in government by placing ballot initiatives or referendums on the ballot. These recently enacted laws must be overturned and we must return to the original language for citizen-led ballot measures given in our Arkansas Constitution. I personally testified against all of the bills during house and senate committee hearings using the existing laws and statutes in the Arkansas Constitution, Article 5, Section 1 which outlines and regulates the rules and violations for citizen-led initiatives and referendums as the basis.

8. Guns: Confiscation of firearms from citizens that the government deem a danger to themselves or others, otherwise known as red flag laws.

Randy Sams (Republican)
Oppose
Second Amendment is clear…’Shall NOT be Infringed”. This protects an individual’s right to own guns, ensuring citizens can protect themselves, their families and their property. Red flag laws allow citizen’s firearms to be seized WITHOUT being charged with a crime or having a trial. As American citizens we have the right to due process and are expected to be considered innocent until proven guilty. There is process already in place to determine if a person is truly a danger to themselves or others.

9. Marriage: The U.S. Supreme Court’s 2015 Obergefell v. Hodges decision that legalized same-sex marriage.

Randy Sams (Republican)
Oppose
From The Beginning Genesis 2: 24, 25 , this is God given and it has always been the union of one man and one woman. I believe the Supreme court overstepped its Judicial authority as there is NO right to same-sex marriage in the text of our U.S. Constitution.
