State House 42
1. Abortion: Arkansas’ current law that prohibits abortion except to save the life of the mother in a medical emergency.

Scout Stubbs (Republican)
Support
We need to get a handle on abortion pills bypassing the law being shipped into the state.

2. Abortion: Establishing a permanent funding stream to provide state-funded grants to charities that provide women with alternatives to abortion.

Scout Stubbs (Republican)
Support
We cannot leave mothers without options, when there are so many that may be either unadvertised or inaccessible.

3. Education: The Arkansas LEARNS Act Educational Freedom Accounts that lets families use public dollars to pay for an education at a private school or homeschool.

Scout Stubbs (Republican)
Support
We are a homeschool family that currently utilizes EFA accounts. I have family members that chose to send their children to private school during COVID, when the public schools were forcing unhealthy practices like masking and social distancing. I do not support monopolies, and that includes in education. When schools compete for the students' dollars, everyone wins, because competition breeds excellence.

4. Drugs: Legalizing recreational marijuana in Arkansas.

Scout Stubbs (Republican)
Oppose
This should be an issue decided by the voters. Right now, voters decide whether or not their county can sell alcohol, another mind-altering substance, so voters should decide whether they want recreational marijuana.

5. Tech: Requiring major social media websites to verify all users’ ages in order to protect children on their platforms.

Scout Stubbs (Republican)
Support
With advanced age-verification software already available for purchasing 21+ products, verifying users' ages is neither complicated nor expensive. This is not restrictive to adults and can help our youth.

6. Gambling: Letting casinos in Arkansas conduct gambling online.

Scout Stubbs (Republican)
Oppose
Again, the voters get to decide whether they want gambling close to home. With online gambling, the casino is brought right into Arkansas homes. This seems like a workaround the existing law that voters should get to decide.

7. Elections: Current ballot initiative efforts to change the Arkansas Constitution to make it easier for private individuals or entities to place measures on the ballot for a statewide vote.

Scout Stubbs (Republican)
Support
I am a proponent for the smallest minority: the individual. Personal liberties are eroded as we restrict the individual's right to petition their government. The government should be as transparent and accessible as possible to their constituents, and one of the ways to access and change things is by way of petitions to place issues on the ballot that matter to them. The voters then decide.

8. Guns: Confiscation of firearms from citizens that the government deem a danger to themselves or others, otherwise known as red flag laws.

Scout Stubbs (Republican)
Oppose
Red Flag Laws should terrify any law-abiding citizen. "Shall not be infringed" are not just words to me. Confiscating firearms without due process is a blatant violation of multiple Amendments in the US Bill of Rights. We cannot find someone guilty of a crime they have yet to commit.

9. Marriage: The U.S. Supreme Court’s 2015 Obergefell v. Hodges decision that legalized same-sex marriage.

Scout Stubbs (Republican)
Oppose
The gradual erosion of the nuclear family has led us here. The passive nature with which we nullify a marriage is reflective of how indifferent we have become to the sanctity of marriage. This is just another way by which we destroy it as a society. Marriage is between a man and a woman, and should be treated with respect and honor.
