1. Abortion: The 1973 Roe v. Wade U.S. Supreme Court abortion decision.

I was the primary sponsor for the Arkansas Heartbeat Protection Act of 2013 which is now in force in our state. The act requires that every woman that enters an abortion clinic in Arkansas must have an ultrasound performed and be advised of the presence or not of a detectable human heartbeat in the womb before an abortion can be performed. We have had reports of women choosing to keep their baby after being informed of the heartbeat in their womb.
2. Marriage: The 2015 Obergefell v. Hodges U.S. Supreme Court same-sex marriage decision.

This decision is wrong and should be overturned. I have sponsored legislation to protect traditional marriage between one man and one woman and will continue to do so.

I support allowing Issue 1 to be voted upon by Arkansas voters. I have always supported tort reform to help curb out of control litigation that has hurt the business environment. However, I believe that those who are responsible for the death or permanent injury of an individual should be held fully accountable. This issue is very complex and any effort to find the correct balance can have some unintended consequences. I urge Arkansas voters to vote their own conscience on this issue.
9. Civil Liberties: Amending the Arkansas Civil Rights Act of 1993 to add sexual orientation to the list of protected classes.

11. How should Arkansas address our illegal immigrant population?
Maureen Skinner (Democrat)
Candidate Refused to Complete the Survey.

Jason Rapert (Republican)
I believe in the rule of law. Immigration law is controlled by the federal government and should be enforced to protect our borders for security purposes. Anyone in our nation or state illegally should be detained and deported if there is no legitimate reason for their presence in our country.
12. How can Arkansas prevent mass shootings?
Maureen Skinner (Democrat)
Candidate Refused to Complete the Survey.

Jason Rapert (Republican)
No one can prevent an individual or a group from attempting a crime or committing a crime. Restricting 2nd Amendment rights is not the answer to this issue. The American culture has been declining as secularists try to push God out of the public square. I personally believe immorality and the devaluing of life is the root cause of the violence we have seen rising around the country. If we want our nation to produce better citizens we should put the Bible back in public schools, allow prayer in our public schools and teach our children to honor God and country once again.
13. What specific legislation will you work to enact?
Maureen Skinner (Democrat)
Candidate Refused to Complete the Survey.

Jason Rapert (Republican)
I will continue to advocate conservative values in all areas of legislation whether that is fiscal or social policies. I have consistently sponsored pro-Life, pro-Family, pro-Business, limited government and pro-Liberty legislation. It is my sincere hope that I will be able to join with legislators around the nation to see a U.S. constitutional amendment passed to protect human life from the moment of conception and finally put an end to abortion as a form of birth control in our nation. I also believe that the U.S. constitution should be amended to define marriage as between one man and one woman to restore the dignity of marriage and family in our nation.
