3. Marijuana: Prohibiting the smoking of medical marijuana.

That a drunken driver, a drug dealer, an abusive adult, a murderous shooter, and a fraudulent purveyor of food, medicines, or equipment can condemn a child to a pain filled life in a wheelchair, a bed, blind, disfigured or other horrible circumstance and walk away while his/her insurance company flips a check with a "have a good life" makes Arkansas's Tort Reform the most evil, dastardly, and dishonest proposal ever proposed.
9. Civil Liberties: Amending the Arkansas Civil Rights Act of 1993 to add sexual orientation to the list of protected classes.

Arkansas should cooperate with the agencies of the United States to enforce US law. Otherwise, follow Deuteronomy 10:19-19, Exodus 22:21, etc.
12. How can Arkansas prevent mass shootings?

No single answer. Do everything. a. Secure Buildings, b. Provide resource ( police) officers, c. Allow volunteer staff.teachers/citizens to be armed, d. mental health services e. allow reporting of danger signs, e. Listen to kids with concerns, f. train/educate/practice and g. ENFORCE EXISTING LAWs.
