Arkansas could deter mass shootings if concealed carry holders were allowed to carry in more public places, such as theaters, offices, and schools. In the interim, churches, business owners, schools, and all locations that ban fire arms need to practice tighter security to protect those on their premises. Prevention might be an unattainable goal in the current climate.
